Meet The President

USA First Step was founded by Carey Bilyeu in 2024 after serving a sentence of 60 months during the height of both the Covid-19 Pandemic as well as the rollout of the First Step Act. Time spent during multiple lockdowns allowed Mr. Bilyeu to research the First Step Act in it's entirety and work with others to develop over 500 accurate and error free First Step Act Time Credit analysis, Second Chance Projected Releases and multiple Time Served Analysis's. 

Prior to his retirement in 2018, Mr. Bilyeu was a Senior Machinery Specialist and Risk Reduction Engineer serving the Power Generation, Pulp and Paper, Oil and Gas and Large Food Industries. Mr. Bilyeu has traveled extensively around the world performing Loss Exposure Risk Analysis Surveys and was the Featured Speaker for the 84th General Session of the National Board of Boiler & Pressure Vessel Inspectors covering Carbon Monoxide Risks and Complacency.
